安価な石油由来のエネルギーに頼っている米国。いまこの国で、ごみの山から水素を抽出して燃料にする技術を商用化すべく、スタートアップたちが競っている。 … ごみの山が“無限のエネルギー源”になる:米国で動き出した水素革命の潜在力 Text by Daniel OberhausTranslation by Kaori Shimada/Trannet | August 12, 2020 カリフォルニア州イースト・ロサンジェルスの丘にそびえる巨大な“聖塔(ジッグラト)”。1億3,000万トンのごみからなるこの神殿は、米国民の過剰な消費生活を象徴する記念碑のように屹立し、周囲の丘をも圧迫している。 ここプエンテヒルズごみ投棄場は、この10年ほど新たなごみを受け入れていない。だが、いまだにごみの量が全米一であることに変わりはない。 さらにこの投棄場からは、毎分30,000立法フィート(約85万リットル)の埋立地ガスが発生している。埋立地ガスは、二酸化炭素とメタンが混ざった有毒なガスで、ごみに含まれる有機物が微生物に食べられて発生する。 プエンテヒルズごみ投棄場では、この温室効果ガスの大部分を地中に張り巡らせたパイプによって回収し、そこからクリーンな電気をつくり出して70,000世帯に供給している。だが、Ways2Hの最高経営責任者(CEO)で創業者のジャン・ルイ・キンドラーに言わせると、この利用法は廃棄物がもつポテンシャルを生かしきれていないという。 ごみから水素を抽出 キンドラーいわく、彼のアイデアが実現されれば、プエンテヒルズのようなごみ投棄場は必要なくなるという。キンドラーは世界中の廃棄物を原料に水素を製造し、安定して無限に供給できる「未来の燃料」として、家庭や飛行機、自動車、空飛ぶクルマなどに利用できるようにしたいと考えているのだ。 「プラスティックや都市廃棄物、医療廃棄物など、廃棄物は大量に手に入ります」とキンドラーは言う。「処理に困るやっかいものですが、そのすべてに水素が含まれているんです」 フランス出身のキンドラーは、長年アジアでクリーンエネルギー技術の開発に取り組んできたが、近年はプエンテヒルズごみ投棄場からクルマで南に1時間ほどのロングビーチを拠点にしている。そこにキンドラーが興したWays2Hの本社があるからだ。 彼は20年ほど前に、日本のジャパンブルーエナジーとのパートナーシップのもと、廃棄物から水素ガスを製造する技術を世界に先駆けて開発した。Ways2Hは、この技術を商業化するための会社だ。 彼が開発した技術を使えば、下水汚泥から古タイヤまで、ほとんどの種類の廃棄物から水素を抽出できる。今年の6月にはあるエンジニアリング企業と提携し、廃棄物から水素ガスを製造する初の民営の処理施設をカリフォルニア中部に建設すると発表した。 廃棄物をエネルギーに 米国の各所にはすでに、廃棄物をエネルギーに転換するガス化施設が存在している。Ways2Hの処理システムは、そのガス化施設に類似しているが、いくつか重要な違いもある。 Ways2Hのシステムでは、まず廃棄物から炭素や水素を含まない物質(ガラスや金属など)を除外し、残りを乾燥させて小片に粉砕する。次に、粉砕した廃棄物を気化室で約540℃に熱し、水素とメタン、二酸化炭素の混合物である合成ガスを発生させる。 次は合成ガスの精製だ。合成ガスを水蒸気と混合し、水素濃度を上昇させる。水蒸気と混合すると、合成ガスは水素と二酸化炭素が半々のガスに変化する。最後にこのガスを、二酸化炭素を吸収する吸収剤で満たした商用のPSAシステム(Pressure Swing Adsorption:圧力スイング吸着)のタンクに入れて二酸化炭素を取り除けば、水素だけが抽出できる仕組みだ。 このシステムのすべてが、およそ7階建ての高さのタワーに収まっている。 「グリーンな水素」を 「ガス化の反応は、石炭や木材チップといった素性が知れている原料を使えば非常にうまくいきます」と、キンドラーは言う。「しかし、原料が都市廃棄物のように複雑で不明なときは、反応が予想しづらく、反応炉の中の温度を制御することも非常に難しくなるのです」 ここに画期的な工夫がある、とキンドラーは言う。Ways2Hでは温度を調整するため、気化室に廃棄物を投入する際にセラミックの小球を加える。これが“熱媒体”の働きをして、反応炉内の温度を一定に保つために役立ち、おかげで投入する廃棄物の種類を気にせずに作業できるという。「炭素と水素を含んでいれば、どんなごみでも利用できます」 Ways2Hの試験施設では、廃棄物1トンあたり100ポンド(およそ45kg)の水素が抽出できる。また、水素を抽出する過程で主な副生成物として二酸化炭素が発生するが、原料となる廃棄物に含まれる二酸化炭素と発生する二酸化炭素の量は等しく、相殺される。このためこのプロセスは、カーボンニュートラル(二酸化炭素の排出量と吸収量がプラスマイナスゼロになる)とみなされる。すなわち「グリーンな水素」である。 だがWays2Hは、この問題に真っ向から取り組み、カーボンポジティヴ(二酸化炭素の吸収量のほうが排出量より多い)にすべく、二酸化炭素の回収・貯留システムを施設に導入する予定だとキンドラーは言う。 キンドラーは施設を年内に完成させ、2021年の初めには顧客に対する水素の供給を開始する予定だという。Ways2Hの事業が成功すれば、廃棄物から水素を製造するこの種の施設としては、米国初となる。 水素と硫黄を同時に回収する技術も だが、この事業を興そうとしているのはもちろんキンドラーだけではない。同じくカリフォルニア州では、SGH2という企業が同様のガス化システムを用いて、廃棄物から超高純度のグリーンな水素を製造する施設を建設中だ。ほかにもフロリダ拠点のスタートアップであるスタンダード・ハイドロジェン(Standard Hydrogen)など、化学反応を使ってクリーンな水素をつくる手法を模索している企業もある。 スタンダード・ハイドロジェンは今年初め、硫化水素から水素を抽出する反応炉の卓上型試作機を初公開した。硫化水素は石油や天然ガスを精製する際に出る極めて毒性の強い副生成物だ。この反応炉は、硫化水素から硫黄を回収する100年前からあるクラウス反応という技術を応用している(回収した硫黄の大半は硫酸をつくるために用いられ、硫酸は染料や爆薬の製造など、幅広い用途に用いられる)。 通常のクラウス反応では反応炉内で水素は酸素と反応して水になり、失われてしまう。だがスタンダード・ハイドロジェンは反応炉内の酸素を排除することで、水素と硫黄、両方の回収を可能にした。 スタンダード・ハイドロジェンは当初、石油の精製によって生じた硫化水素から水素を抽出することを目的としていた。CEOのアラン・ミンツァーによると、この反応炉であれば、硫化水素以外にもたいていの廃棄物から水素を抽出できるという。 手順としては、まず廃棄物に液体の硫黄を混ぜる。すると、廃棄物中の水素と硫黄が反応して硫化水素が発生する。ミンツァーの説明によると、硫黄は炭素やその他の化合物とも反応するが、それらの副生成物は概して毒性がなく、処理も容易だという。 硫化水素が硫黄と水素に分解されたら、水素だけを取り出し、硫黄は再び廃棄物の分解に利用する。「廃棄物を次々に投入し、水素を抽出する。その間を硫黄がぐるぐる回っているんです」と、ミンツァーは言う。 いまのところスタンダード・ハイドロジェンの反応炉は、消火器ほどのサイズの円筒状の試作機しか存在しない。だが、ミンツァーによると、廃棄物の処理や水素の製造のためにこの反応炉に興味をもつ企業が複数あり、現在それらの企業と事業提携を交渉している段階だという。 交渉が順調に進めば、2021年の初頭には初のパイロットプラントが操業を開始する。「この技術はすでに実現可能性を検討する段階でも、化学反応が成功するか確かめる段階でもありません」と、ミンツァーは言う。「これは現実です。実在する技術なんです」 “自由市場”という最大の関門 技術上は問題ないのかもしれない。だが、世界中のごみをクリーンな水素に変えようと競い合っているスタートアップは、このあと最後の関門を越えなければならない。すなわち、自由市場だ。 この数十年間、グリーンな水素を実用的な規模で製造する壁となっていたのは、技術面ではなく、主に経済・政治面だった。21世紀初頭の米国では、水素は海外から輸入する石油への依存度を下げる手段としてもてはやされていた。 ブッシュ政権は、水素を「自由の燃料」と呼んだ。しかし、水圧破砕法(フラッキング)で原油と天然ガスを大量に採掘できるようになった米国のフラッキング革命[編註:これまで採掘できなかったシェール層から抽出が可能になったことで「シェール革命」とも呼ばれる]によって、安価な天然ガスが過剰に供給されるようになり、国内で水素を製造する計画は、開始するチャンスを得る以前に立ち消えてしまった。 「水素を巡るエネルギー安全保障の議論は、もはやあまり意味がありません」と、米国エネルギー省(DOE)のエネルギー効率化・再生可能エネルギー局次官補ダニエル・シモンズは言う。「しかし、水素はさまざまな原料からつくりだせる、非常に融通が利く燃料なのです。その融通性は今日では非常に魅力的です」 コストという切実な問題 現在米国で製造されている水素は、ほぼすべてが天然ガスなどの化石燃料からつくられた、いわゆる「グレーな水素」だ。それ以外は電気分解(水電解)、すなわち水分子を電気によって酸素と水素に分解してつくられる。この水素は、風力や太陽光などの再生可能エネルギーから得た電力を使えばカーボンニュートラルになりうるが、いまのところはまだコストが高く、グレーな水素の最大5倍かかってしまう。 「コストの削減は切実な問題です」とシモンズは言う。「コストカットを実現する方法のひとつが、非常に規模の大きいプロジェクトです」 ...
